Evaluation starts whenever a project is planed and is based upon a sound monitoring system, which helps to generate the necessary data at a certain time.

Monitoring helps to check out the possible range of the data and implement an appropriate management system for the collection of this data. If evaluation and monitoring are planed together, it will therefore help to adjust the programme where necessary and improve the results.

The European Commission therefore encourages the managing authorities to co-ordinate monitoring and evaluation procedures from the beginning on and has concretised the milestones of this procedure in various regulations and guidelines.
